"Many people throughout the world rely on the sea to earn a living and almost every part of our economy relies on goods that move by sealift. Trust and confidence between partners and Allies has enhanced interoperability and operational coordination. This is a core element to improving maritime safety and security in Europe and Africa. When we collaborate with our partners, a wide array of mariners benefit from our actions. We have seen tremendous growth in the capabilities of our partners and Allies in understanding Maritime Safety and Security... and if we help others build their capabilities, there is less likelihood we will need to respond with ours."

- Adm. Mark Fitzgerald, Commander, U.S. Naval Forces Europe—Commander, U.S. Naval Forces Africa (November 2009)
