Foggo III, commander, U.S. Naval Forces Europe-Africa and commander, Allied Joint Force Command Naples, Italy, right, U.S. Coast Guard Rear Adm. Todd Sokalzuk, deputy commander, Atlantic area, center, and U.S. Coast Guard Ensign Panashe Isaiah Mutombo, from Harare, Zimbabwe, are interviewed by the Associated Press aboard the U.S. Coast Guard cutter Thetis (WMEC 910) during Exercise Obangame Express 2019 in Lagos, Nigeria, March 21. Obangame Express, sponsored by U.S. Africa Command, is designed to improve regional cooperation, maritime domain awareness, information-sharing practices, and tactical interdiction expertise to enhance the collective capabilities of Gulf of Guinea and West African nations to counter sea-based illicit activity.
